    • get_rainfall_outlook, the weather tenant's twentieth tool and the third of the
      tropical-storm plan's third phase.
The Weather Prediction Center's Excessive Rainfall
Outlook at a coordinate for each of the next five days: Marginal, Slight, Moderate or
High, as WPC labels them, with each day's valid period and issue time.
    • What a category means is WPC's sentence: the probability that rainfall exceeds
flash flood guidance within 40 km (25 miles) of the point. Nothing here computes a
percentage; a point in no area is below Marginal, WPC's lowest, never zero.
    • WPC's issue time carries no zone, and it is UTC. Every day's stamp fell 7 to 24
minutes before the map file's own UTC time, and WPC's day 1 page said 0128 UTC beside
      the map's 01:24.
    • Each day has its own stale line: day 1 is reissued three times a day (its
discussion at most 9.9 hours apart in a week), days 2 and 3 twice, and WPC states no
schedule for days 4 and 5. One day past its ceiling costs that day.
    • Contiguous United States only, as WPC draws it. Alaska, Hawaii, Puerto Rico and
everywhere abroad get no outlook, said as not the same as no risk.
    • Checked live: at eight places, all 35 day categories matched an independent test of
the point against each area's own outline, and a point inside day 1's High area came
      back High.

Reconnect the weather connector after deploying, or Claude keeps the old tool list.
